NOTES FROM JUNE 24, 2008 NWAC MEETING:

Please remind citizens to take photos (digital) of their property and keep a record of any
type of serial numbers. The more information an officer is able to include in the police
report the better. There is a software that enables us to put specific information into a
database that goes out to the tri-state area pawn shops. $250,000 worth of jewelry and
merchandise has been recovered.

The police department needs to know asap when suspicious people are in an area
knocking on doors. It is important (if possible) to remain on the phone with Dispatch so
they can be kept up to date on the suspicious activity until the officer is in the area.
How does Neighborhood Watch play into this?
When you see something happening, call asap so an officer can be en route to the
area. We are finding that when Dispatch is notified of suspicious activity in a vacant
home, they are holding these calls. This is now changing; Dispatch will be put out a
tone over the radio, and give out the info immediately. Officers can then clear and
respond to the location. 

Vehicle Burglary - majority are happening at night time. Victims are leaving personal
items of value in their vehicles; these are crimes of opportunity. These are sporadic
crimes. They are hitting the gyms because people leave personal items in their vehicles
while they are working out.

Residential Burglaries - pick up in the summer time while people are away on
vacation.

MINUTES OF THE FEBRUARY 25th, 2008 NWAC MEETING:

Capt. Rose opened the meeting by reviewing stats with the members:
• There were no homicides in the NWAC for YTD 08.
• Sexual Assaults - 8 for the year; increase of 167%. In all but one case, the
victims knew the suspects. In the one case where the victim did not know the
suspect, officers pursued the suspect and found the car within minutes.
• Robberies - 24 for YTD 08; 4% increase; some have turned out to be Petit
Larceny
• Violent Crimes - 3% increase
• Burglaries down 31%
• Motor Vehicle Theft down 32%
• Fraud - down 13%
• Domestic Battery up 6%
• Property Crimes down 17%
• Urgent Calls for Service - Average Stack Time down 49%
• Routine Calls - Average Stack Time down 38%
Discussed the Community Oriented Policing theory.
Russ asked what the definition of Community Oriented Police was: All City Departments
working hand-in-hand working with neighborhoods to try and solve all problems.
Unfortunately, the Police Department is the only City Department that works 24/7 - 365
days a year.
Discussed the changes that Captain Rose is implementing. Capt. Rose is attending
each and every briefing, spending two hours, explaining in detail about the changes and
what he expects so everyone is on the same page.
We are part of a multi-jurisdictional police academy. Once the officers graduate they
then attend what we call an Advanced Academy to learn how to handle things according
to our policy and procedures.

We have had significant changes in our leadership at the Police Department:
• Joe Forti was appointed as the Acting Chief of the Police Department
• Joe Chronister was appointed as the Asst. Chief of Police and Detention
• Tony Scott was promoted to Deputy Chief of Detention
• Paul Womack was promoted to Captain of the South Area Command
We are processing many calls for shop lifters in custody. Discussed residential burglaries where high school age juveniles are walking through neighborhoods knocking on doors and if no one answers, they kick in the door. Please ask your folks if they see teams of kids roaming through the neighborhoods to please call the police. They are also driving around and breaking in through the rear of the house and opening the garage door and pulling their vehicles in and loading them with stolen property.
Capt. asked Karmen what happens to the juveniles that officers find who are truant?
Some of the schools RPC (Required Parent Conference) the students and they leave
the school. At Mojave they have an in-school suspension so the kids are not back out
on the streets. Parents are notified of the RPC. Capt. Rose explained that this is a
serious issue for the Police Department. He asked Karmen to refer him to the proper
person in the CCSD to discuss this issue. She will get him a direct contact for the
attendance enforcement in the district.
Metro convened an emergency meeting with the CCSD and other police agencies in the
valley to discuss a plan of action to handle the recent school shootings/violence.
NLVPD was represented at this meeting. Capt. Rose will report back at the next
meeting with the results.

Discussed traffic related problems. The traffic markings at Cheyenne and Allen are
bad. There are jaywalking violators at Cheyenne/CCD between the hours of 4:00 p.m

Losee/Cheyenne - pick-up trucks going up over the dividers.

Submitted a copy of a proposal for a volunteer program in NLV. He has shared this with
Code Enforcement and will be providing a copy to the Unions.
Jerry Overton:
Reported on a scam that is taking place in Sun City Aliante. A lawn and garden truck is
going around the area after someone intentionally knocks out the residents anti syphon
sprinkler valve causing a water leak. The person in the truck will approach the resident
and offer to repair the leak for a certain amount of money. This has happened 4 times.
Romeo Durscher
Would like to have the ability to access real time crime data as a Community Watch
Block Captain and active HOA Board Member. An incident took place in his community
where several police units responded, CSI and the Coroner. Without correct
information about this incident, rumors were beginning to spread. Once the information
was provided he was able to stop the rumors. He explained about a program that can
provide real time crime data, www.crimereports.com . Several cities, including Reno,
have utilized this program.
Capt. Rose explained that he had forwarded the information to the proper people at the
PD and in fact, Metro has a similar program they are using. We have funding for a
program of this type; however, it will not be up and running until the end of this summer.
Some programs such as crime reports.com may not be compatible with our CADS
system.
Inclosing:
Capt. Rose is planning on reducing the number of people on this Council and
reorganizing the Council to better reflect a cross section of our Community.

Rose opened the meeting by welcoming everyone to the meeting and then introducing himself. He has met Mr. Cherchio and he knew some of the members from the Citizen’s Academy. He has heard great things about all members.  Capt. Rose has been with the NLVPD for 24 years and worked for Nye County for one year prior to coming to NLV. Capt. Rose has seen our City grow from nothing to a major player in the country today. He has worked in the following areas of the police department:• Detective Bureau• Narcotics Bureau as a Sgt. and as an officer• Recruitment• Special Investigations / IA• Patrol• SWATHe considers himself a very opinionated person, a-political. He keeps a good working relationship with the personnel at the NWAC. He is of the old school philosophy, more problem oriented policing instead of community oriented policing. We know where our problem areas are and we know who the “bad guys” are and where they live. That is where we need to be.We have been swamped over with the growth of our City and dealing with the issues to keep pace with the growth.Capt. Rose reviewed the crime stat report pertaining to the NWAC. Traditionally we get hit hard in the following areas:• Motor Vehicle Thefts 29% YTD decrease• Burglary - 30% decrease due to the economy down turn, there hasn’t been a surplus of standing inventory of appliances, etc, at the new home construction sites• Robbery - Holding steady• Larceny - an increaseCapt. Rose explained the difference between a robbery crime and a larceny crime. We have also experienced an increase in forgery/fraud due to forged checks. Juvenile arrests are down 5%; adult arrests are up 37%.We continue to work on the graffiti problems in our area command by using another tactic of working with school police and truant officers. 75% of the crimes are taking place during the day time; the majority of these are kids that should be in school.The E-police Reporting system has been up and working since January 2, 2008. To access go to the City’s website and click on the sub-classification on the left hand side “On-line Services”. You can also leave tips on this website.Explained the concept of “Operation ID” where the police department is working with school police and deans to identify truant students. Asked Karmen her opinion of this program. Also asked how responsive are the parents? When the parents see that we are working with the PD, the majority are very responsive.Capt. Rose tried to get a representative from our Community Services Division to attend this meeting; however, he did not have enough advanced notice. He wanted them to speak about the education effort for business owners and patrons, i.e how not to be a victim. Most people walk around absolutely clueless; not paying attention to the simple things that keep them out of harms way. Protect yourself in the parking lots by staying in well-lit areas.Spoke about VIPER, which is a multi-jurisdictional task force focusing on motor vehicle thefts. VIPER has been very successful in the past year because of a grant that enabled the purchase of bait cars. Explained how bait cars work. Word is out that the bait cars have been very successful. We have asked VIPER to set us up with bait cars for the NWAC. Capt. Rose should have information next month.We had quite a great deal of copper wire stolen in the last month in our area in three different locations. They are steeling the copper from the city street lights. The same regulation applies to the recycling plants that applies to our pawn shops. We are finding that the wire is being taken out of state to sell.We have a Problem Solving Unit (PSU) coming on line in March comprised of a sergeant and five officers. There will be a PSU in the South Area Command and the NWAC. Although the PSU will have an impact in the long run, our biggest challenge will be for them to be able to focus on a problem and to work on it to eliminate the problem, rather than a short term effort. Capt. Rose meets weekly with his Lts. to review the crime stats to pin point major problems that will be assigned to the PSU. Capt. Rose hopes to include this groups’ input on how to utilize the PSU in the NWAC.The PSU in the SAC has been up and running for about a year. Three weeks ago, they targeted the D-3 residential area behind the jail and recovered guns and made several arrests.Member Input:Kathy Somers: AbsentKarmen Miller: Explained about students using make-up to place markings on their bodies, such as 3 black dots either on their face, shoulders or wrists; could be associated with the MS13. Also reminded all members that if you are near a middle school or high school, get in contact with the principal or dean at these schools.  April 1st , there will be no school for freshman students; the others will be taking the Proficiency Exams. Explained about “ditch parties”.  The high school hours are 7:00 a.m. - 1:25 p.m. Seniors who have shortened schedules  will have an ID that indicates this.Ken Jackson: Nothing at this time.Kitty Dvorshak: Nothing at this time.Karen Dyer: Asked if they see students with the markings on them, should they alert the police department?Capt. Rose explained that the PD is focused on the behavior. If you see suspect vehicles in your area driving around slowly or people wandering through the neighborhood, knocking on doors, alert the police.Two members of the Community Council received awards at the Block Captain’s appreciation dinner, Steve Lauber and Russ Reston.Steve Lauber: Absent, but had Maureen Milott attend for himAsked about the murder that happened in the Jasmine community.Capt. Rose contacted Investigative Services; there is nothing to indicate that anyone else should be worried.Kudos to the Graffiti removal guys who did a great job removing the tagging on El Campo Grande!Asked about several police vehicles parked along the side streets near Alexander/Gowan and Simmons or Clayton.There is no organized effort at this time.Russ Reston: What kind of planning has been done to prepare for the Casino that will be opening in Aliante?Capt. Rose explained that we are slated for more growth but have no additional officers to handle this growth. There is no plan; traditionally, the larger security forces at the property tend to help out. There may be a slight increase in forgery or occasionally stolen vehicles. There is no data to suggest that the crime rate will increase. 

Richard Cherchio: Inquired about the Captain’s opinion of the volunteer program. The HOA alliance has put together a proposal that they will be sharing with the POA, Teamsters and Code Enforcement.Capt. Rose is open to something like that depending on the suggestion. Has asked that Richard provide him with a copy of the proposal. His concern is if the volunteer is going to be doing something on behalf of the City and/or PD, you are wearing that hat. There would have to be a code of conduct and training program. Discussed the pros and cons of a volunteer program.  Richard will invite a volunteer from LV to speak at our next meeting.  As a note, just because Metro does something, it doesn’t mean it is right for NLV.Also discussed the truck parking issues at Azure on Lawrence; trucks were parked over the week end; also on El Campo Grande.Annie Cella: AbsentTony Powers: AbsentJerry Overton: AbsentRomeo Durscher: Discussed how the Courts @ Aliante have decreased crime in their area by having an active HOA, Community Watch and holding the private security accountable. MINUTESCapt. Larotonda opened the meeting by letting everyone know that this would be his last meeting before he retires in January. Lt. Mike Rose is being promoted to Captain to replace Capt. Larotonda at the North West Area Command. They are very like-minded in how they approach police work. Lt. Rose was the commander of the Citizen’s Academy.

During the last few weeks the NWAC has been very busy. We knew there would be additional problems with the burglaries and robberies during the Christmas Season.  During a brain storming session, it was decided to put together two separate special details to handle these problems. There is a group of officers assigned to work the areas that are having the most problems as determined by a pin map. These officers are not working the normal patrol functions, only the burglaries or robberies. These special details have been very successful. The officers are contacting people who they know to be prowling the areas and taking down data that is stored and sent to the Detective Bureau for intelligence gathering. There have been several arrests made and we have recovered some stolen property. We are hoping to see a drop in our burglary rate and an increase in our solvability factor.The robbery detail has also been very successful. Several individuals have been arrested. Our mission during the Christmas Season is to work the Craig Road to Ann Road and back area, hitting all major shopping centers. This should also reduce our crime rate.  With the arrests that have been made with these two special details, we are experiencing a down trend. Also hope to see a decrease in response time.  Discussed the shooting incident at the bus stop last week and the issues that the NLVPD dealt with at Canyon Springs High School. Capt. Larotonda had units assigned to Canyon Spring HS. Fights were breaking out in large groups of students. Discussed the incident where one of our officers used his pepper spray when a student attempted to accost the principal. The principal was not hit due to the officer intervening. There have been no further incidents after assigning numerous officers and the officers taking a zero tolerance stance.Discussed the advantages of requiring students to wear uniforms. Also Annie Cella discussed with us the CCSD PD regulation for handling student crimes/issues; when a child leaves home for school, during school hours, and one hour after dismissal, CCSD PD would be responsible for handling problems.Member Input:Kathy Somers: Shared the good news that a Neighborhood Outreach Coordinator has been hired. It will be a couple of months before that person actually begins work since a background check will need to be conducted.

She only has 5 HOA’s who have registered for the HOA Registry. There is grant money that needs to be spent. Please encourage all HOA’s to register. She discussed the many ways the grant money could be spent, especially in organizational types of development such as block parties, internal newsletters used to disseminate information. HOA’s can apply annually for the grant money. They must meet qualifying factors. The registry is up and running. HOA’s can register and apply for the grant money.Karmen Miller: AbsentKen Jackson: Reported traffic violations – running red lights and stop signs Lamb/Las Vegas Blvd and MLK/Cheyenne. Wished the Captain good luck in his new endeavors.Kitty Dvorshak: Reported the success of assigning traffic officers to handle the traffic complaints at Aliante Station construction site.Traffic Officers will be working the area again.Karen Dyer: Nothing at this time, other than the semi trucks parked off of Revere and Centennial.If the trucks are parked in the dirt, this would be a Code Enforcement issue. If they are parked on the asphalt, the PD will be responsible. The trucks are required to move (without the 72 hour notice) if parked on a truck route.Steve Lauber: A Neighborhood Watch Meeting was held in his area. A representative from Palmilla attended.  The River Walk Cove model home was vandalized.Russ Reston: AbsentRichard Cherchio: Reported that the boat that has been illegally parked has finally been moved.  Discussed Schwans selling their products on the corner of Revere/Centennial during the week ends when Code Enforcement Officers are off.  Also reported traffic violations at Losee/215 – no right turn on red and drivers are continuing to turn against the red light.Capt. Larotonda discussed the traffic complaints at the construction site of Aliante Station. There were four traffic officers assigned in the area today and they wrote several citations. There will be a concentrated effort by various squads during the next few days.Capt. Larotonda will be retiring January 3, 2008. Everyone was sorry to see him go.  Questions were asked who would be his replacement, etc. Capt. explained that we will be filling the Deputy Chief position, additional Asst. Chief and the Captains replacement.  The City will be doing a nation-wide search for the Chief’s position.Member Input:Kathy Somers: AbsentKarmen Miller: AbsentKen Jackson: Asked if this Community Council will continue.Yes, discussed some of the accomplishments. Captain explained the 406 (Burglary) detail that will begin tomorrow. This will be a targeted enforcement action.Kitty Dvorshak: Expressed her appreciation last month in the Willow Glen area; however, have had another incident recently where the police responded. There was a party where juveniles were drinking in the street. Several residents asked why there was no enforcement action. The officers did make them pick up the bottles in the street.Captain explained that the officers would have had to see the juveniles drinking in order to take enforcement action.Karen Dyer: Asked if there were a lot of accidents at Commerce/Centennial? This is a very dangerous intersection with the road construction, especially around 0800 hours.Captain will drive around the area. Not aware of a lot of accidents at that location.Also Karen reported there is graffiti on the tables and benches inside Seastrand Park.  She has reported this to Code Enforcement. Also lots of liquor bottles near the soccer fields.Steve Lauber: Reported that during the last 6 weeks, they are experiencing an resurgent problem with graffiti, slashed tires, kicked out railings on fence, throwing rocks through windows.  They are seeing teenagers who are walking through the community who do not live there. Asking for a slight increase of police presence in Jasmine Ranch on Valley/El Campo Grande. He provided photos of some of the incidents.  Also reported that units have responded to 5855 Valley Drive, #XXXX (edited out) numerous times in the past month.Captain will run the stats to see how the calls are being classified.Russ Reston: Inquired if the City has a disaster plan?Yes, information is given out on what the community needs to know and/or do, not what the plan is for the Police Department.The other members shared info about the “CERT” (Community Emergency Response Team) Program through the Fire Department.  Asked about communication with citizens when there is an emergency.

Captain explained the “Reverse 911" System we have in place.Members also asked Russ if he had received the “Wheel” brochure that was mailed to residents. It has a great deal of useful information to prepare for an emergency, such as having three days worth of food and water on hand.Inquired about the on-going problem with a boat that is parked below Centennial. The

boat has been tagged and then the owners move it. The HOA has issued citations and now they need to start issuing fines.Captain explained the PD procedure for parking a vehicle over 72 hours.Members discussed various options for handling this situation.  There were some subjects who were loitering in the area near Rome/Commerce. There were syringes left behind that a child found. Sgt. Ortiz opened the meeting by expressing Capt. Larotonda’s regrets for not being able to attend the meeting. Shawn introduced the guests, Jerry Overton and Tony Powers. Jerry Overton is hoping to replace Ken Sele who is no longer able to participate in this Community Council.

Kathy Somers:
Wanted to publicly thank Richard Cherchio for his participation in the 40-Block Clean-Up Program. There were approximately 100 volunteers who participated in “Make a Difference Day”.
Currently in the process of reviewing applicants for the Neighborhood Services Outreach Coordinator position. In about six weeks Kathy should have a staff person to assist her.
Discussed Section 8 housing.
Kathy will provide literature to those who are interested, “Things you can do to be a
better neighbor”. Several members would like a copy of this.
Karmen Miller:
Encourages members to contact other agencies in your neighborhoods such as meeting
the Dean at schools, pastors of the churches, etc. There is an increase in gang grouping.
Karmen is interested in knowing what is going on in the community surrounding her
school. She explained school jurisdiction per the NRS, when a student leaves home to either
walk to school or catch a bus until they return home (inside) after school, they are
covered under the CCSD jurisdiction. CCSD PD can be on the streets surrounding the
school and issuing citations.  Having problems with truancy and ditch parties in vacant homes. Ken Jackson:
Experiencing an increase in home burglaries. There will be a number of home owners
who will be attending the Block Captains meeting on November 5th.  Check your garages to make sure they are closed.  Requesting extra patrol in his neighborhood when possible.
Sgt. Ortiz explained the stats that are compiled on a weekly basis from the statistician.
Some of these burglaries are occurring when a suspect will knock on a door and if there
is no answer they will kick in the door. Sgt. Ortiz warned the members if someone is
knocking on your door and you do not recognize the person, do not answer the door, tell
them you will be calling the police. Another tool available is CPTED and Neighborhood
Watch. Security doors are a great deterrent; it slows the suspects down.
Kitty Dvorshak:
Wanted to thank the Capt for his assistance in her area. This has resolved the issues
she talked about last month.
Karen Dyer
Sent an email to Capt. Larotonda on Oct. 12th, reference speeding violators east of American Rose. She wasn’t sure if the Capt. had received her email. She also is experiencing loud music from the neighbor directly behind her.  Sgt. Ortiz asked her to call in the loud music call; this would be handled under the new Nuisance Ordinance. Also when reporting major traffic problems, to include the days and hours of occurrence.
Steve Lauber:
Approximately 2 weeks ago board members saw several juveniles lighting vegetation on
fire near San Mateo and El Campo Grande. The police responded. Is it possible to see
if these kids may be connected with the dumpster fires?  Sgt. Ortiz referred him to the arson investigator.  Also reported that there is drag racing on El Campo Grande between Decatur and Valley.  Met 1 ½ weeks ago with several HOA in his area to establish common issues. Will be meeting quarterly.  Had their first community garage sale. Inquired if Code Enforcement could issue a waiver for the limit of 2 garage sales per address per year, when issuing a permit. Kathy Somers will see if Code Enforcement has the authority to make this waiver.
Kathy also explained the Neighborhood Registration Program for HOA. Once the HOA

He is with the Sunrise HOA. They had hired an officer on an overtime basis to patrol their community. They have gang members who are recruiting kids, drag racing and several drug houses. He met with Capt. Larotonda and Lt. Tiffany Morey last week and was invited to attend this meeting to find out what other resources are available to combat some of the issues in his area. He will meet with Richard after this meeting to learn more about the HOA alliance. Discussed the advantages of forming a neighborhood watch. Because of the large amount of Hispanics in his area, Kathy Somers suggested he reach out to Soledad Garcia for a flyer written in Spanish.

Had a question about very little crime being reported. The builder is still present; does the crime increase when they are gone. With the builder, you have security in place, it could increase once the builder is no longer there. He is happy to have been invited to replace Ken Sele.

MINUTES
Captain Larotonda opened the meeting by discussing problems with recruiting people to
become officers. Asked the members to assist by adding a by line in their area news
letters to residents. Our website is www.JoinNLVPD.com . We have now added a 3rd
academy per year. There is still an average of 33% failure rate. Members were asking
what causes the failure. There is not one particular problem. It was explained that once
a person is hired, they are assigned to the police academy. When they graduate from
the academy they are then assigned to the Advanced Academy which prepares them
for Field Training covering topics such as officer safety, city orientation, etc. After the
Advanced Academy they then begin their Field Training. Any weaknesses usually will
appear during 2nd and 3rd phase of the Field Training such as multi tasking, report
writing, etc. Some officers will decide that this may not be the job for them for various
reasons.
Capt. Larotonda has instituted a policy at the North West Area Command where once a
month all of the trainees meet on a common day (without any supervisors) with an
officer who has recently graduated from Field Training to commiserate with one another
and ask questions.
Kitty asked if there is any type of recruiting program in the high schools?
Capt. Larotonda explained about our Cadet and CPSR programs. The CPSR’s are
groomed to become police officers. They learn how to write police reports, they learn
the applicable laws and 400 codes. We are now seeing the results, we currently have 4
CPSR’s who have successfully become police officers.
Karmen Miller asked for a copy of the CPSR program info for her school.
We lose applicants in the background process. We are recruiting at the military bases,
community colleges and universities.

She also inquired about the jaywalking detail from last year where students were issued
citations for walking in the street where a sidewalk was provided. Has this helped to

Capt. Larotonda explained that they are conducting this same detail this year. They
have notified the various schools to warn the students. This year they will have video
cameras in unmarked cars. The students are more egregious in residential areas than
on a thoroughfare. Seven citations were issued last week. As a note, last year, none of
the charges were dismissed.
Karmen also is compiling data for contact info at various schools. Please let her know
what schools are in or near your neighborhood and who the point of contact is so there
can be a sharing of information when there are student nuisances in or around your
areas.

MINUTES
Capt. Larotonda introduced our guest speaker, Gregg McKay. Mr. McKay gave us a
presentation on protective window film. CP Films has 320 different films to choose
from. He showed a short Power Point presentation on security films. They are trying to
get more information out to consumers. The windows can be broken out from the
inside. The product is signed off by the Fire Dept. They have installed this film on
several government buildings. The film holds the glass in place if the window is
smashed. The film comes in a tinted version and different thickness. Most insurance
companies offer a 10% discount on insurance premiums when you have this film
installed on your windows.
Capt. Larotonda explained that the Police Department does not endorse any particular
company. However, all interior glass in the North West Area Command has the clear
protective laminate. We also use the laminate on our police vehicles. We purchased
this as a new car option from Ford. They will no longer offer this so the Department will
be looking for an outside vendor. This is not bullet proof, but has been known to deflect
rounds.
This product when installed on your home is another option for homeowners/residents
to protect themselves.
There was a question and answer period. Each member was provided with a packet
and samples of the films.

She also inquired what determines that the music is too loud? Students are allowed to
listen to music during lunch time and she does not want to be in violation of the

you cannot hear the music, you should be ok. If the PD were to be called by a citizen
complaining, you would be warned to turn the music down.

Asked about window tinting on vehicles that appears to be too dark. Is this against the
law and can the police cite these people. He has had vehicles in his complex with very
dark tinted windows that were suspicious.
Capt. Larotonda explained that the Police Dept. would need a light meter to measure
the percentage of the tint. No tint is allowed on the front windshield with the exception
of the strip that comes from the factory.

MINUTES
Capt. Larotonda opened the meeting by explaining his absence from previous meetings.
Capt. received a call from an HOA president in the area of Ann/Simmons asking for the
police department’s assistance in many areas. Because of the lack of money that they
collect from HOA fees, they cannot afford to hire an attorney, cannot afford to lien
properties, etc. Only approximately 25% of the residents are paying the HOA monthly
fees. They have switched property management companies three or four times.
Richard Cherchio asked Capt. to give the North Las Vegas Alliance phone number to this person, perhaps they can be of assistance. There isn’t a whole lot that the police department can do to assist this HOA. Most properties are investor owned.
Discussed Section 8 housing issues in HOA’s. Section 8 is not a police department
issue, Section 8 is not against the law. It is up to the owner of the property to make
sure the renters have copies of the CCR’s and abide by them.
Kathy Somers:
Reported on the Neighborhood Services new program for HOA’s to voluntarily register
with the City. This program is ready to be implemented in the very near future. HOA’s
and informal neighborhood associations can register. Kathy is in the process of
compiling a master list of HOA’s in NLV so letters can be sent to the HOA’s explaining
this program. There is a simple one-page form that must be filled out. There are
benefits of registering such as, matching grant money for community improvements i.e,
landscaping, signage, etc. There will also be training programs for registered HOA’s,
training for absentee landlords advising of their responsibilities. In the future she will be
working with Community Services training citizens about city government and who to
contact when you have a problem, instead of always calling the police. She is going to
have a round table for all HOA’s to express their needs and/or desires and what is best
for their HOA. There will be a radius of notification for a one mile radius outside the
HOA boundary for registered HOA’s.
Nuisance Ordinance:
Capt. Larotonda explained about the recently passed nuisance ordinance. The Police
Department has been working with the City Attorney to get this ordinance passed. We
are now working on implementing a tracking system for tracking calls for service at a
particular address that would be categorized as a nuisance, such as domestic, loud
music, etc. The 1st call would be a warning to the responsible party. The 2nd call to the
same address would warrant a citation or arrest. The time limit has not been defined.
This new ordinance will save the department a huge amount of time.
County-Wide Traffic Violation Deterrence Program
As part of the Law Enforcement Summit dealing with traffic, each agency has agreed to
work their bordering freeways or beltway for one hour each weekday (Monday-Friday)
morning between the hours of 0600 - 0800 targeting accident causing violations.

there, is it the same time of day or totally random?; what makes you think it is narcotics
sales?
Steve also reported that their new video cameras have been installed and they will be
changing their gate codes on a regular basis.

CCSD will be going before the City Council for approval to build a new Technical High
School west of Legacy. Has a concern since there will be no additional CCSD police
officers hired. Asked what the law is pertaining to CCSD PD’s authority off campus?
CCSD Police are Category I police officers. They have the authority to go off property,
but their policy will not allow them to act off property. Any calls off school property are
handled by NLVPD. CCSD does not have to have approval by the City Council to build
a new school.

MINUTES
Sgt. Eddie Ortiz was asked to host the meeting for Capt. Larotonda who had to attend a
Townhall Meeting hosted by County Commissioner Tom Collins.  Sgt. Ortiz gave a short presentation on tagging and gang graffiti. The City of North Las Vegas has a very good Code Enforcement Division. They work hard to clean up graffiti in the neighborhoods. 
The difference between tagging and gang graffiti is tagging is more artistic with a message such as “Kilroy was here”. However, taggers are becoming more violent, even carrying guns. They cause considerable damage to communities. They work as a crew, not as a gang. They work in pairs with one tagging and the other is used as a look out for the police or other tagging crews. Gang graffiti consists of the name of the group, set identifier, and list of monikers. The NLVPD Gang Unit documents gang graffiti. A break down of the different gang types are:
• Hardcore
• Associates
• “Wanna bees”
Field Investigation Cards are used to document police contacts with possible gang
members. Squad Up is a newer gang in NLV. Hardcore gang members’ typical age is late teens or early 20's.  A question was asked by a member what to look for to identify a gang member.  Look for articles of clothing such as belts, and bandanas.  Associates join a gang because they live in a particular neighborhood. They also may join for protection from other gang members. Once you see graffiti in your neighborhood instead of tagging, this could possibly mean you have a problem. Graffiti is more dangerous than tagging.

Has concerns for the residents of Destinations (Carefree Villas); the seniors are
frightened because of break-ins, stolen vehicles, etc. The seniors have been instructed
to call the police when crimes occur.  This is a concern for the SAC. Police will respond depending on calls for service.
Karen Dyer:
Inquired about the shooting at Seastrand Park two or three weeks ago.  Sgt. Ortiz explained that a homeowner had a complaint about obnoxious activity in the park that was assigned to Lt. Finizie to investigate. The homeowner was contacted and the complaint was resolved. Security checks are being conducted at the Park by the police officers.
Karen was asked by Shari Buck to become a member of the Traffic and Parking
Committee; she is considering this request. There is a signal at Centennial and Losee
that Karen had worked on having installed.
Steve Lauber:
The Home Owners Association has installed cameras for surveillance of the mail room,
(entry) gates, and swimming pool area. The gate codes are being changed. There was an incident in the basketball court. The court closes at 8:00 p.m. When Steve approached a group of teens from another HOA, and asked them to leave, they refused to listen and began throwing rocks at Steve. He called the police and the teens left the area.

Gave an update on the future objectives of the Neighborhood Services Dept. Once they
are approved to hire a Neighborhood Outreach Coordinator, they will begin to assist in
many other areas such as assisting HOA’s with mediation to resolve issues. They will
also offer training to HOA’s. They will implement an HOA registration of all HOA’s on
file in our City. This will enable them to coordinate their resources in a more effective
way.  The Neighborhood Outreach Coordinator request will go before the Council for final
approval.  Sgt. Ortiz reported that quality of life is not just a police department problem, it involves many different departments in our City.

Acting Capt. Sue Suttles opened the meeting by discussing the plan of action for the
end of the school year. Some of the officers will be patrolling on bicycles. The SAC will
concentrate on Rancho, Canyon Springs and Cheyenne High Schools and any Middle
Schools as needed. The NWAC will concentrate on Mojave and Legacy and any Middle
Schools. The meeting points for the Area Commands will be Alexander at Cheyenne.
We have communicated with the schools to gather any intelligence they may have
pertaining to the end of the school year. With the school year ending, this may eliminate some of the problems you are
experiencing in your HOA’s.

Last day of school is June 7th with early dismissal on June 6th & 7th. Mojave will be a
summer school site. They will also be hosting the freshman institute this summer and
sponsoring a summer feeding program. Karmen will send all pertinent info to Sue
Suttles and/or Capt. Larotonda.  Mojave is trying to be more proactive with the students.
Also asked if officers could patrol the area of Washburn and Honey Locust; this is the
“smokers corner”. The school is trying to be more diligent; they even have cameras.
Another gathering spot is on Hammer near the bus stop.

Complaints of loud music and cars racing on Allen between Alexander and Gowan.
Lt. Suttles explained that the Nuisance Ordinance will soon be in place and this should
curb some of these complaints.
Karen Dyer :
Complaints of vehicles with loud mufflers and loud music from vehicles.
Lt. Suttles explained that the loud mufflers is an equipment violation. However, HOA’s
need to enforcement their rules.  Asked about parking of 18-wheelers and motor homes on Lawrence outside of the HOA.  Unless it is posted “No Parking”, they can park on Lawrence, this is a main thoroughfare.
Steve Lauber:
Asked if officers could patrol the area of El Campo Grande/Valley for speeding
violations. Still feels that there is a need for a 4-way stop. Was referred to Traffic
Engineering for the stop signs.  Some of the kids have been re-zoned in his HOA to Lied Middle School. Has concerns for the safety of the kids while crossing at Decatur/Tropical.
Had two reports last week of residents calling the PD and officers not responding. One
was kids in the pool area who did not live there and were not visiting anyone. They had
jumped the fence to gain access to the pool area. They were threatening the resident
who is on the pool committee. Lt. Suttles asked for dates and times so she can
investigate. Another incident was a drunk and disorderly adult in the basketball court area.
Russ Reston:
Reported on a house break in on Tanagrine where two weapons were stolen. The
owners are out of state. Asked about the disposition. Only the victim can get the
information. Who do we report possible drug activity to? Notify Capt. Larotonda and he will forward to the appropriate department.
Richard Cherchio:
The parking signs near Seastrand Park on Centennial between Revere and Camino Al
Norte have been removed. Perhaps the parking signs should be modified to certain
times of day. Asked if the principal from Legacy HS could attend out meetings for input. He will invite her. Asked who would be responsible for debris left behind where students gather before and after school on the south side of Deer Springs between Goldfield and Commerce. Karmen Miller suggested contacting Legacy HS and partnering with the Student Council or other groups at the school.  Inquired about having guest speakers who would be familiar with areas of concern that members may have, such as Lt. Womack since there are many concerns of traffic related issues.  This can be arranged through Capt. Larotonda.
Ken Sele:
Complaint of drag racing on Aliante and Grand Teton on Friday and Saturday nights
between 10 pm - 3 am. Noise from traffic is unbearable. A notation can be made in the
Commander’s Log; no guarantee officers can respond.  Also inquired if the NWAC has a tactical unit? Lt. Suttles explained about the Problem Solving Unit that will be assigned to the NWAC in the very near future.

Capt. Larotonda opened the meeting by discussing the recent jaywalking enforcement project. Officers contacted the schools and gave advanced notice of this project. For a couple of days, officers warned violators over the PA system in their vehicles. There was a great deal of media coverage. Some parents were happy to see this enforcement; however, the majority of the parents were upset with the $190 fine for the jaywalking tickets. It was explained to the parents who complained that the Police Dept. does not establish the fines, that is done by the court. This enforcement project encompassed middle schools, Cheyenne High School, Mojave High School and Canyon Springs. Officers issued approximately 75 citations.

Discussed Section 8 Housing and evictions. A jaywalking offense would not warrant an eviction. Usually the adults are targeted not the children. We cannot react on public sentiment.

Traffic Officers have been patrolling the area near Goynes Elementary School. They issued a number of citations. Of course the parents were not pleased.

Richard brought up the subject of a volunteer program that would alleviate some of the responsibility of the officers. The volunteer program has finally been approved by the City. Kathy Somers explained that the program will be coordinated by Neighborhood Services. All city departments can access this pool of volunteers. Capt. Larotonda explained that once this is in place, there is a multitude of things that can be done by the volunteers.

Discussed Citizen Arrests. The majority of misdemeanor crimes must be done in the presents of an officers. Probable Cause can be used in some traffic violations and for gross misdemeanors and felonies.

Kitty asked if we are still having problems with the robbery and burglary problems in the Craig Rd Corridor now that the police presence has been back to normal? Yes, this is an ongoing problem. For vehicle thefts, we are working with Metro. We have assigned an officer to the VIPER task force. We are also using bait cars and vehicles with the technical ability to scan/read 100's of license plates. Capt. Larotonda explained how the vehicle can scan the plates and what happens when there is a match for a wanted plate in association with a particular crime.

Discussed changes to Nevada license plates. The State has scaled back security points for our license plates. The newer plates are much easier to duplicate now that they are no longer embossed.

Kids who are waiting for the school bus at Azure/Bruce are congregating in the street and throwing rocks at passing vehicles. She was told she can contact the CCSD Transportation and report this to them. The parents can be notified and if it continues, the children would not be allowed to ride the bus.

There is a concern for the safety of the children living at (Sensitive information deleted) are left unattended for long hours during the day. While alone, at various times, the children are joined by middle school age kids who climb the back wall. The older kids sit on the wall for a period of time then work their way over to the trampoline that sits by the patio. The kids will then climb on the roof of the patio and jump off the roof onto the trampoline, this includes the 1 year old child. (Sensitive information deleted) Capt. Larotonda will look into this matter.

Asked if officers could patrol the area of El Campo Grande/Valley for speeding violations and possible stop sign violations.

Maravilla has hired a private security guard and has tighten their pool security. Now the juveniles are coming to Jasmine Ranch. What can be done? This could be a trespassing issue. NRS 207.200 will give the correct verbiage for trespassing an individual. Once the person has been trespassed and if they come back on the property, the police can be called. You must maintain some sort of record when you trespass anyone. The police will cite or arrest.

A couple of weeks ago, a lady who lives in the Parks gated community, called the police at 1:30 a.m. to report a loud party and bottles be thrown, etc. When the police arrived, they told the lady she would have to take this up with her HOA. No, disturbing the peace is a crime, The police should have enforced the law. They will be reminded at briefings.

This was a combined meeting with the South Area Command Community Council and the Chief’s Advisory Committee to learn about the “Safe Village Initiative” as presented by Capt. Scofield of the LVMPD, Bolden Area Command.

MINUTES

Chief Paresi opened the meeting by thanking everyone for coming and introducing Pastor Smith from the Victory Baptist Church and Kathy Somers, CNLV Neighborhood Outreach Manager who will give an update on the 40-Block Concept. The Chief then introduced Capt. Scofield.

Capt. Scofield gave a power point presentation on the “Safe Village Initiative”.

Pastor Smith

This program was passed as a faith-based community program. Pastor Smith relayed activities from the Victory Baptist Church for the month of March:

$ Men’s Month - honoring men who have contributed to the community

$ Asking parents to take responsibility for their children

Pastors are teaching the concepts of this initiative from the pulpit. Take control from your own environment. Get to know people in your community before something happens.

Kathy Somers:

Gave a short bio of who she works for. The boundaries for the 40-Block Project are Lake Mead on the South, Simmons on the West, Cartier to the North, and MLK to the East. A group of bankers in southern Nevada went to jurisdictions offering to partner in a particular area of need. There is a wide range of departments involved:

$ Social Services

$ Police Department

$ Gang Task Force

$ Ministries

$ City of Las Vegas

Currently they are in the process of identifying community leaders in the neighborhood. There is a kick-off at the end of April to bring everyone together to initiate this project.

The bankers will also be offering low interest loans for home loans.

Some of the issues in these neighborhoods are obvious; others are not so obvious, that is why they are involving the community to find out what they believe their needs are.

They will be offering leadership training to the community to help them:

$ Organize neighborhoods

$ Work with neighbors to solve problems

$ Learn to deal with the City Council and Police Department effectively

These things will not happen over night; this is along term project.

Chief Paresi gave an overview of his observations and what he feels we need to make this “Safe Village Initiative” work. The common goal is to better our community.

The meeting was then opened to questions and answers.

MINUTES OF THE JANUARY 29TH, 2007 NWAC MEETING:

Lt. Suttles opened the meeting by introducing herself and then asked each member to give their names and affiliations with the Community Council.

The shirts have been ordered for members of the Council.

Capt. Larotonda would like for the council members, if inviting guests to the meetings, to either notify him or Shawn Andrews.

Lt. Suttles gave an update on the Operation, 14 Days of Christmas special detail where the goal was to step up patrol in the Craig Rd business corridor to combat robberies and burglaries. This started as a CATCH form, which is when a squad works amongst themselves on a special detail. It then propelled to a Special Detail involving OT with the Detectives, Special Ops and Patrol. Officers in marked cars were highly visible in the business corridor. They contacted business owners and gathered names of the owners and other pertinent contact information. This info was compiled and copies were kept at the NWAC and also given to Dispatch. The overall special detail was very successful even though there was a great deal of money spent on overtime, everyone agrees it was money well spent. Richard asked if there was a form on line that business owners could access to update their contact information. A copy of the form was given to those who requested copies.

The 2007 Shift Bid will be effective February 3, 2007. There have been several officers who graduated from Field Training and assigned to permanent shifts. We also have trainees who graduated from the Academy and are now in the Advanced Academy (orientation) and will then be assigned to Field Training on 2/11/07. Russ asked how many of the officers will be assigned to the NWAC? It was explained that vacancies are filled first and then the remaining officers are split between the NWAC and the SAC.

Discussed the school designs for ingress and outgress for traffic control.

Karmen Miller (Dean @ Mojave HS) explained the lock down procedures at CCSD. She answered many questions pertaining to this procedure. Lt. Suttles asked if the schools provide any type of training and/or information for the parents. Mojave is working on this; they are having a Day Awareness Meeting for parents. Discussed information that should be sent to parents.

Increase in vandalism on Doe Springs south of Ann. There is an excess of juveniles in the area. Lt. Suttles will add to the list of property checks in briefing.

Karen Dyer:

Middle school students from the school at Tropical / Lawrence are entering the Classic Estates complex in groups of 20 - 30 students at a time and vandalizing properties. They will break off into smaller groups of 10 - 15 and terrorize the neighborhood.

Steve Lauber:

Has similar problems in his complex as in the Classic Estates, but with younger children cutting thru the complex to get to the bus stop. Lt. Suttles asked if there were trespassing signs posted? They are posted on the fence for the pool area but not on the outside wall. They are in the process of having these signs made.

Karmen Miller explained how to handle this problem:

$ Find out the name of the schools and the principal’s name.

$ Contact the principals and identify yourselves as the President of your HOA

$ Principals can make announcements each day at school. Schools are part of the neighborhood and will work with the HOA’s to combat these types of problems. They are forming parent action committees also.

$ CCSD Transportation is another avenue.

Lt. Suttles will also add this to the Commander’s Log.

MINUTES OF DECEMBER 18, 2006 NWAC MEETING

MINUTES

Capt. Larotonda opened the meeting by discussing the current robbery detail, Operation - 14 Days of Christmas. The parameters are Craig to Decatur; North 5th , Camino Al Norte to Ann Rd. At any one time we will have four patrol officers, two detectives and Special Ops personnel driving this horseshoe pattern area going after non-residential burglaries and robberies. We have arrested several suspects in the last few days. This detail will last until December 24, 2006.

With that many people on the street, absolved from any other calls, if the patrol officers see someone who is acting suspicious, they will contact and complete a Field Interview card and enter into the database. If Patrol does not interview this person, a detective will watch and see if this person is doing anything illegal. The goal is to catch these people in the act.

This detail will run at alternate times, predominantly in the evening hours. Stats are pulled to maximize the hours when most officers will be working.

We have set the parameters; however, if officers working this detail witness something out of the area, they will apprehend out of the area.

Discussed pros and cons of gated communities. Every resident should be aware if anyone is following them when they leave a parking lot. If you think some one is following you, do not drive home, drive to the nearest police station.

Discussed parking lot safety at the WalMart in Aliante. They have a private security guard who drives through the parking lot. This can be a deterrent for possible crimes.

Discussed the role of the Municipal Court when arrests are made. The police department’s function is not broken, we arrest the people; the Court determines if they will remain off the streets.

Steve Lauber asked which court hears these cases? If it is a misdemeanor charge, the NLV Municipal Court has jurisdiction. If the crime is a gross misdemeanor or felony charge, the NLV Justice Court has jurisdiction. Each court has two judges.

Russ Reston asked if NLV has sufficient jail space? Yes, a lot of our cells were built to house federal prisoners. Discussed jail population and how bed space determines the sentence.

Captain Larotonda gave an update on the web site for filing certain police reports. Discussed how the web site will be working and who will review the reports to determine if a crime actually was committed.

Discussed Code Enforcements area of responsibility in gated communities. Also explained that the Police Department and Code Enforcement have liaisons that meet twice a month.

Steve Lauber asked if Code Enforcement has a check list that they can give to the PD. This type of info is exchanged when they meet twice a month.

Asked if there were many problems with robberies in Aliante shopping areas? Some vehicle burglaries near the 215/Aliante Pkwy.

Reggie Brown:

Asked if a Public Service Announcement could be played on the radio and/or TV explaining ways of preventing burglaries. Capt. Larotonda explained various ways the PD has tried to get the word out to residents, by handing out flyers and even officers knocking on doors when they would see a garage door left open.

Richard asked if he could get a copy of the flyer that was handed out so it could be used at the next HOA Alliance meeting as well as putting the flyer in the various HOA’s

newsletters. Capt. Larotonda will check into this.

Also, inquired why the speed monitor is moved around?

Data is used for various traffic studies and also if a complaint is received.

Karen Dyer:

Ken Jackson:

Explained how he handles open garage doors in his community.

Steve Lauber:

Would like to start a neighborhood watch program in his community. He was referred to Nicole Dennis.

Asked if the City of North Las Vegas has the red light cameras?

Discussed how the cameras violates the privacy act. We will be returning to the Legislature next year to try to get this passed.

Asked how the City views the North West Command?

Discussed unique problems with each area command and how the number of officers are split between the two commands; 51% are assigned to the SAC and 49% are assigned to the NWAC.

Some residents in his community feel that officers will only handle the more serious calls and the others are referred to the HOA.

In closing, showed a picture of the shirts that will be ordered for the members of the Community Council. The shirts will have a logo of some sort indicating North West Area Command Community Council.

Also explained that several of the current attendees are visitors to this meeting. We currently have two slots available and asked those who are interested in being appointed to the council, to give their names to Shawn and they should be receiving a background packet that must be completed. A list will be put together with the remaining names for alternate openings on the Council.

MINUTES

Capt. Larotonda opened the meeting by discussing the copper wire thefts. We are still experiencing some thefts, however, the vast majority has stopped. The police department has made several arrests and have conducted sting operations at the various recycling yards. This has alleviated a great deal of our problems pertaining to copper wire theft. Some people are taking the wire out of state to recycle; this has cut down on their profits. Copper wire theft reports have been down in the last 45 days.

Captain Larotonda welcomed Kathy Somers to our meeting. She is new to the City of North Las Vegas. She has been employed by the City for approximately five weeks. She is in the process of putting programs together. She found out about our Community Council through Nicole Dennis.

Capt. Larotonda explained what happens at our meetings. We discuss different topics of interest from the various neighborhoods who have representatives attending our meetings. Crime rates are also discussed. Quality of life is a major topic of interest as well as traffic related issues.

Kathy is anxious to begin working close together with the police department. Capt. Larotonda would like to see some of those who work under Kathy stationed throughout the City; perhaps even working directly out of the NWAC. Kathy gave a brief description of her future plans for her Department and how she will be working hand-in-hand with the police department. She is trying to create a more pro-active approach to neighborhood problems.

Capt. Larotonda had no planned topics for this meeting. He will ask for input from the members. Capt. gave an update on the bomb scare that took place today near Valley at a private residence. The bomb squad was called out to examine a suspicious package that a resident found in his mailbox. The robot was used to open the package which turned out to be sun tan lotion.

Capt. Larotonda discussed the increase in burglaries during the holiday season. We will have officers working a special detail driving the Craig Rd. and Ann Rd. corridor, driving through various parking lots in shopping malls stopping anyone who is just hanging out. Hopefully this will curb some of the burglaries and burglaries from motor vehicles.

The Capt. talked about an excellent book for everyone to read, especially women, The Gift of Fear, by Gavin DeBecker. It is easy reading with scenarios.

Has been experiencing soliciting in his neighborhood. He asked the people who were soliciting to leave but they refused. He called the police department since these people did not have a license or a permit. They left when the officer asked them to leave the premises.

Craig Rd. is still number one for the number of traffic accidents.

Capt. Larotonda explained that in January we hope to add two additional officers to our Traffic Unit and mid year, two more who will be assigned as fatal accident investigators. A fatal investigation takes approximately 40 man hours for follow up, not including the initial investigation.

Frustrated with the Neighborhood Watches not being able to get information when residents see police activity in their neighborhood.

If an arrest is made, the report then becomes public knowledge. There are confidentiality statutes that the police department must follow.

Asked who is responsible for removing election signs.

The County Elections Department.

Also inquired about members being allowed to ride along with the officers.

This is not a good time to schedule ride alongs. We have several officers in field training.

Russ Reston:

Asked if the burglary rate increased this time of year, primarily in the shopping malls.

Yes. The Capt. gave a few pointers to prevent burglaries at the shopping malls:

$ Place your packages in the trunk, not in the front seat.

$ Don’t boast about your electronic purchases as you walk to your car.

$ Be aware of your surroundings.

Reggie Brown:

Asked about the student ID issue discussed at our last meeting. It was explained to him that students do have ID cards, they are not required to wear the ID card.

Officers on the traffic detail are doing an excellent job! He also feels that communication between City Departments is getting much better.

Capt. Larotonda explained that when a complaint is received, he has asked that the complaint be addressed the same day, if possible.

During this holiday season, be aware of people who pose as neighbors and try to solicit money because of a death in the family.

Steve Lauber:

Not able to attend this meeting, but sent an email with his concerns about the intersection of Ann and Valley. He has witnessed several vehicles running the stop sign.

This complaint will be forwarded to our Traffic Division

Gilbert Mestas:

Gave an update of problems in the schools. They are meeting each morning with campus security and School District Police. He is seeing more NLVPD officers on campus. They appreciate their presence on the school campus. The officers talk with the administrators and give them information.

Capt. Larotonda has asked officers to conduct “walk throughs” during lunch periods at Canyon Springs High School. According to the principal, the violence has dropped dramatically.

Echoes everyone’s concerns in their neighborhoods. Being an active member of the HOA Alliance, he hears plenty of horror stories. His main frustrations are lack of communication from city departments, lack of knowledge, and duplication of phone calls when trying to resolve issues. He is willing to work with Kathy in any way she may need his assistance.

MINUTES

Capt. Larotonda opened the meeting by showing the area on the map where there have been recent burglaries and problems at area high schools.

Unfortunately the NWAC is down to shift minimum on every squad. There has been a consorted effort with our Special Operations Division who is assisting Patrol and arrests have been made. Burglaries have dropped as a result of these arrests. There have been commercial burglaries in the Craig Rd. corridor area. There have been no home invasions. During the burglary of the Money Tree business, the suspects burrowed down through the roof. They also took copper wire from the air conditioning vents. The alarm was set off and when police arrived and surrounded the building, the suspects were taken into custody.

Discussed the Metro incident where the shootings took place near a school bus. The suspects tend to congregate near the high schools. There are two gangs pushing each other around. Capt. Larotonda met with the principal at Canyon Springs High School. They were having an inordinate amount of violence at/or near school grounds. School District police are stationed at the high school. A solution to some of this violence at Cheyenne and Canyon Springs High School was to assign officers on an overtime basis to attend the dance to show police presence to dissuade any problems. This seemed to work. Another solution was to have officers park in front of Canyon Springs and walk through the corridor area to again, show police presence to the students.

$ Richard Cherchio asked if the CCSD PD had jurisdiction off of school property? Yes the area surrounding the school. Richard also added that since the opening of Legacy HS, there has been an increase in vandalism, etc. in his neighborhood.

$ Kitty Dvorshak asked about installing metal detectors in the high schools. There are metal detectors stationed at extra curricular events such as sporting events and dances. The CCSD does not feel metal detectors make for a safer environment. Discussed alternatives for students entering the schools. Mojave High School looks for dress code violators which led to a subject entering the school who was not a student. At Cheyenne High School the students must wear only four colors: Yellow, Navy, White or Khaki. At Mojave the students are not permitted to wear tee shirts or jeans.

According to the principal at Canyon Springs, there have been no incidents since the police presence. We are not experiencing the same violent crimes at the middle schools. Metro has been riding the buses to help curb crime in their areas. We seem to have a handle on the school violence at this time.

The police department received intelligence two weeks ago that there would be a shooting by students from Ranch High School at the Canyon Springs football game and/or dance the following day. Officers were assigned on overtime, to patrol the parking areas where the buses are parked. No incident took place.

$ Steve Lauber asked who pays for the overtime? An overtime request from the CCSD would be billed to the school district; if the police department receives intelligence and assigns officers, the department pays for the overtime.

Discussed what the repercussions are for students who commit crimes on campus. Also discussed what some of the underlying problems may be. The starting times for the high school football games have been moved up one hour.

Students are not required to wear their student ID. Some of the ideas discussed seem to be an easy fix. However, the CCSD would have to change the policy.

$ Steve Lauber asked if the judicial system is working hand in hand with the police? They are not tough on crime. Students will get released from juvenile detention and return to school. The school administrators do not know why they were in juvenile detention; they are not privy to that information.

Discussed the weapon incident at Mojave High School when the students were in lock down.

Capt. Larotonda explained that we are getting more and more officers out of Field Training. Eventually when there are enough officers staffed on each squad, he would like to assign officers to the various school areas to meet with the principals and get to know the administrators.

A discussion was held regarding our problems with our main frame not being compatible with the CC Assessors to get up to date information on new streets and directions to the new areas being developed. There are two solutions:

$ Upgrade the main frame to the same system as the FD at a cost of approximately $100,000.

$ Petition the City for an upgrade to our CADS system so officers would have a moving map in their vehicles. This option will take 18 - 24 months to become operational.

Discussed new temporary area command and how this command will be staffed. The police department will be hosting three academies per year instead of two.

$ Richard asked how the HOA alliance can assist with the growing violence in the schools; perhaps attend a school board meeting.

$ Reggie asked if the NLVPD communicates effectively with the CCSD PD. We have an ongoing dialog with the CCSD PD on a regular basis.

There have been four burglaries in his development; one burglary where there was approximately $18,000 worth of jewelry and video equipment taken. The video equipment was recovered at a pawn shop. Dennis would like to know if this is still being investigated? He will give details to Shawn so Captain Larotonda can follow up.

Capt. Larotonda explained how the pawn detail works with the police department.

Would also like to have units patrol Seastrand Park after midnight.

Reggie Brown:

Officers are doing a good job on Aliante Pkwy with the speeding violations.

Karen Dyer:

Recently there were four bicycles stolen from her development near Centennial between Centennial and Azure; speeding is a problem near Bruce and Lawrence.

Ken Jackson:

Speeding / loud music at night is a problem near Gowan and Allen.

Steve Lauber:

Speeding is a problem on Valley also.
